    Ferrer was born in Havana, Cuba in 1960 and immigrated to the United States with his family when he was one year old. He attended Rockway Junior High School.

    While working as a police officer,[1] Ferrer received a Bachelor of Professional Studies degree from Barry University.

    Ferrer earned a J.D. from the University of Miami, where he became a published member of its law review.[2] Ferrer also served as judicial director of the university's alumni association.
